This financial support is targeted specifically at strengthening national emergency responses and preventing further spread of the virus in the Democratic Republic of the Congo (DRC), South Sudan, and Uganda. The rapid allocation of funds is intended to reinforce regional containment strategies and reduce mortality rates among populations at greatest risk.

The ongoing health emergency originated in the DRC, where officials officially announced the new outbreak on May 15, 2026. The epidemic initially took hold in the eastern Ituri province, heavily impacting areas such as Bunia, Rwampara, and Mongwalu. Since its emergence, the virus has quickly spread beyond its initial focus, reaching neighboring North Kivu and South Kivu provinces. Experts have identified the strain as the Bundibugyo variant of the Ebola virus, a highly infectious and dangerous strain for which no approved vaccine or specific treatment exists at present.
To enable prompt responses, the comprehensive funding package comprises two separate grants managed by leading global health organizations. A primary grant of $10 million, drawn from reallocated resources within the existing DRC portfolio of the African Development Bank, will be directly channeled through the World Health Organization. A secondary grant of $3 million, sourced from the bank’s Multi-Country Emergency Assistance Project covering the DRC, Uganda, and South Sudan, will be executed by the Africa Centres for Disease Control and Prevention.
Funding has been strategically allocated based on the severity of the crisis in each country. As the primary epicenter, the DRC will receive the largest share with $11 million. Uganda and South Sudan will each benefit from $1 million from the Multi-Country Emergency Assistance Project. These targeted investments aim to enhance preventive measures, strengthen national health infrastructure, and prepare border regions for possible cross-border transmission.
Under the Ebola Virus Disease Outbreak Response Plan, the funds will be deployed in close coordination with the respective national health ministries. The main operational goals include halting the virus’s spread and reducing associated mortality and morbidity in vulnerable communities. Key activities involve improving early diagnosis capabilities and expanding active epidemiological surveillance networks. The funds will also support community engagement, public awareness campaigns, and regional coordination efforts to unify the medical response.
Mohamed Cherif, the Deputy Director General for Central Africa and the DRC country manager for the African Development Bank, highlighted the urgent need for this financial aid. “This emergency support reflects the African Development Bank Group’s commitment to assisting the Democratic Republic of Congo and neighboring countries in protecting human lives, bolstering health systems, and preventing the epidemic’s spread,” Cherif stated. He added that the institution reaffirms its dedication to supporting regional member countries during times of crisis.

Since pharmacological options are unavailable for the Bundibugyo strain, medical teams must depend solely on strict containment, quarantine measures, and symptomatic treatment.
